ESA letters for cat owners

Emotional Support Cat Letter for Housing

Cats can be emotional support animals. If your cat helps you manage a mental or emotional health condition, a professional licensed in your state can evaluate whether ESA documentation is appropriate — so you can ask your landlord for an exception to a no-pet or no-cat rule.

  • Your cat named on the documentation
  • Up to 2 cats on one letter for $129
  • No training or registration needed
  • Full refund if you don't qualify

If you qualify, documentation is typically within 24 hours after provider review. A letter supports a housing request; it does not guarantee approval.

Cats as ESAs

How emotional support cats fit the evaluation

The ESA evaluation is about you, not about your cat's breed, age or behavior. The licensed professional considers your mental health and how your cat supports you day to day.

The evaluation is about you

You answer confidential questions online. Your cat doesn't need to be present or examined.

Your cat is named

If you qualify, the letter names you and the animal it covers — up to 2 cats on one letter.

No training needed

Emotional support animals don't need task training, so your cat doesn't need any.

No registry or tags

There is no official ESA registry. Certificates, ID tags and vests add nothing legally.

Cats and rental housing

Using an ESA letter for your cat with a landlord

Cat owners usually use their letter in one of these situations. In each, the letter supports a request; the housing provider makes the decision.

No-pet lease

Ask for a reasonable accommodation so your cat can live with you.

Dogs allowed, no cats

Ask for an exception to a species-specific rule, the same way as a no-pet rule.

Pet limits

If a one-cat limit would split up your cats, ask for an exception for the cat named on your letter.

Pet fees

For a qualifying ESA accommodation, pet rent, pet fees and pet deposits don't apply. Your letter supports the request; it doesn't guarantee approval.

Your responsibilities stay the same

  • Keep litter clean and odor under control
  • Pay for any scratching or other damage, as with any pet
  • Follow local vaccination and licensing rules
  • Make sure your cat doesn't disturb neighbors

PawTenant is not a law firm and does not give legal advice. Whether a property is covered and how a request is handled depend on the property type, state and local law, and the individual facts.

Know the limits

What an ESA letter can't do for your cat

Not a service animal

Under the ADA only dogs can be service animals. Your cat is an emotional support animal, not a psychiatric service animal.

No public access

An ESA letter doesn't give your cat access to stores, restaurants, hotels or workplaces.

Flights follow pet rules

Airlines treat emotional support animals as pets, so carrier, fee and cabin rules apply. Airline pet policies

Licensed professionals

Licensed professionals who review ESA assessments

Your letter is signed by a mental health professional licensed in your state, whatever kind of animal supports you.

Provider availability varies by state. Your assessment is matched to a professional licensed in your state, who may or may not be one of the professionals shown here. Each license and NPI can be checked on the public NPPES registry and your state licensing board.

Frequently asked questions

Can a cat be an emotional support animal?
Yes. An emotional support animal can be a cat, a dog or another common household animal. What matters is whether a licensed professional decides, after evaluating you, that the animal supports a mental or emotional health condition.
Does my cat need training, registration or certification?
No. Emotional support animals don't need task training, and there is no official registry or certification for emotional support cats. Your cat is named on the documentation; it is not registered or certified.
Can I have two emotional support cats?
Yes, where the reviewing professional finds it clinically appropriate. One letter can cover up to 2 pets for $129, and 3 pets are $149. Each animal is named, and the professional decides whether each one is supported.
Can my landlord charge a pet deposit or pet rent for my emotional support cat?
For a qualifying ESA accommodation protected by housing law, landlords can't charge pet rent, pet fees or pet deposits, and that includes an emotional support cat. You remain responsible for any damage, such as scratching or litter-related wear. An ESA letter supports your accommodation request; it does not automatically guarantee approval or a fee waiver.
My building allows dogs but not cats. Does an ESA letter help?
You can ask for an exception to a no-cat rule in the same way as a no-pet rule. The housing provider reviews the request and decides; the letter supports your request but cannot guarantee the outcome.
Can an emotional support cat be a service animal?
No. Under the Americans with Disabilities Act, only dogs can be service animals (with a separate provision for miniature horses). A cat can be an emotional support animal for housing purposes, but not a service animal or a psychiatric service animal.
Can I fly with my emotional support cat?
U.S. airlines treat emotional support animals as pets. Many airlines allow small cats in the cabin in an approved carrier for a pet fee, under each airline's own pet policy. An ESA letter does not change those rules.
Does my cat need to be with me for the evaluation?
No. The evaluation is about you and how your cat supports you. You answer questions about your mental health, your daily life and your cat online; your cat doesn't need to be present or examined.
